Bid Invitation for Construction of Bridges

The Sidama Roads Authority has allocated a sufficient budget towards the cost of the construction of the following river bridge projects:

1. Interested bidders shall submit the following evidence;

                                                                    I.            Certificate of registration from the Ministry of Urban Development and Construction, FDRE, or Bureau of Construction and Urban Development of Sidama N/R/S with Category GC-5/RC- 5 for construction of the abovementioned project which is valid, for the current budget year and other appropriate documentary evidence that demonstrates the bidders compliance, which shall include:

                                                                 II.            Business License Valid for this year,

                                                               III.            Commercial Registration Certificate,

                                                              IV.             Construction Competency Certificate from the Ministry of Urban Development and Construction valid for this fiscal year,

                                                                 V.            VAT Registration Certificate,

                                                              VI.            Taxpayer Registration certificate, Permission Certificate for bidding from legal authorities valid at least at the date of bid submission,

2. Evidence of /Being/ registered supplier under the Public Procurement and Property Administration Agency (PPPAA),Bidders shall submit three envelopes, "Qualification information" (one Original sealed separately and each two copies sealed separately, then finally sealed with one outer envelope), "Bid Security" and "Financial Bid" (one Original sealed separately and each two copies sealed separately, then finally sealed with one outer envelope) and finally three envelopes should be sealed in one an outer envelope.

3.  Evaluation has to be carried out in two stages; Qualification information first and Financial Bids of qualified bidders at the second. 

4.  Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 to 12:30 a.m. and 1:30 to 5:30 p.m. from Monday to Thursday and 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. on Friday. 

5.  A complete set of bidding documents prepared in the English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 600/ Six hundred birr for each, during working hours of 28 successive calendar days starting from the first date of notification of this advertisement on The Ethiopian Herald. The final submission date and opening of a proposal will be on the 29th date of this announcement on The Ethiopian Herald at 2:00 PM & 2:30 PM respectively. If the 29th date is not a working day, it will be on the next working day at the same time. 

6. Bids must be delivered to the below address on or before 2:00 p.m. on the above-mentioned date. Bids must be accompanied by a bid security of ETB 3000,000 (Three Hundred Thousand birr), 200,000 (Two Hundred Thousand Birr), and 150,000 (One Hundred Fifty Thousand Birr), for each of 20M Span, 12M span, and 8M & 10M Span Bridges respectively.

7. The bid validity day is 120 (One Hundred Twenty) days for each of the bridges and late bids will be rejected.

8. Any contractor who has one or more works within the Region of Sidama N/R/S, who cannot meet the substantial accomplishment requirement of 70% performance of the work, and who has no recommendation letter from our office until the closing date of this bid, will not participate in this bid.

9.  An interested bidder can purchase bid documents for all projects listed here above, and can submit his/her bid for a maximum of any Three projects, however, awards shall be made for a maximum of Two (2) Projects, if successful.

10.  Sidama Roads Authority reserves the right to accept or reject part or all of the bidding process.
